The option to enable/disable the Create Merge Request feature is global. I would like to have the option to control it on the repository/integration level.

Use case:

One team uses MR description templates in Gitlab, which do not get populated if the MR is created in Jira. For that reason, they want to disable the Create MR link in their project only.

As an admin, I want projects that are connected to different repository to retain the ability to create MRs from Jira.
